Cindi asked for the very beginning, the first two verses of the Bible. We have met ruach here before, the Spirit, wind, and breath of God. Tonight, stay one word longer, on what that Spirit was doing over the dark, because the Hebrew verb is unexpectedly tender.
“In the beginning, God created the heavens and the earth. The earth was without form and void, and darkness was over the face of the deep. And the Spirit of God was hovering over the face of the waters.” (Genesis 1:1-2)
🌟 Hebrew Focus
Set the scene in Hebrew. The earth is tohu va-vohu, תֹּהוּ וָבֹהוּ, “formless and void,” a wild, empty, unshaped nothing. There is choshekh, darkness, over the face of tehom, the deep. It is as dark and chaotic as a beginning can be. And into that, one line: the ruach of God (we have met her, Spirit, wind, breath) is merachefet over the waters.
Merachefet, מְרַחֶפֶת, is usually translated “hovering” or “moving.” The root is rachaf, and here is the striking thing: it appears only one other time in the whole Hebrew Bible. In Deuteronomy 32:11, it is the word for an eagle that “hovers over its young,” fluttering its wings over the nest, warming, guarding, stirring the little ones to fly. So this is not a wind blowing dispassionately across empty water. This is a mother bird over her nest. God’s Spirit is brooding over the dark chaos, warm and close and about to bring life out of it.
Which means the very first posture of God toward a formless, dark, unpromising world is not distance. It is brooding nearness. Before he says a single word of light, he is already there, hovering with the tenderness of a mother bird, over the exact place that looks like nothing.

📖 The Pattern
Order is coming, but love is already here. We rush to “let there be light” in verse 3, and rightly, it is glorious. But do not skip verse 2. Before the first act of ordering, the Spirit is already brooding. The tenderness comes before the command. God does not speak light into a room he has not already entered. He is over the dark waters first, close, before he is powerful.
The same brooding at the Jordan. When Jesus is baptized and a new creation begins, the Spirit descends “like a dove“ and rests on him. The bird is back, hovering over the waters again, this time over the Son. The rachaf of Genesis 1 is the dove of the Gospels. The Spirit that brooded over the first creation broods over the new one.
Over your formless places. Whatever in your life feels tohu va-vohu tonight, formless, dark, unpromising, the pattern of Scripture is that this is exactly where the Spirit hovers. Not only over gardens and light, but over the deep, the dark, the not-yet. He broods over the void before it becomes a world.
🛤️ Practice
Name your tohu va-vohu. What part of your life feels formless and dark right now? Say it plainly, without dressing it up.
Picture the bird, not the wind. Do not imagine God far off and indifferent. Picture the Spirit brooding low over that exact place, warm, close, like a mother over a nest.
Wait before the word. You do not have to manufacture the light tonight. The Spirit hovered first. Rest in the nearness before the ordering comes.

LORD, before you spoke a single word of light, your Spirit was already hovering over the dark. So hover over mine. Over the formless, unfinished, tohu va-vohu places in me, brood like the bird of Genesis, warm and close and patient. I will stop demanding the light before the nearness. You were over the deep before you were over the garden, and you are over me now, in the dark, about to make something. Amen.

The word is merachefet (meh-rah-KHEH-fet), מְרַחֶפֶת, “hovering,” from the root rachaf (rah-KHAF), to hover, flutter, brood. It appears only twice in the Bible: here, and in Deuteronomy 32:11 of an eagle over its young. So the Spirit over the tehom (the deep), in the choshekh (darkness), is a mother bird brooding over the nest. Genesis 1:2.
